The purpose of this program is to ensure that places for children become available throughout the city, including places that provide meals and learning opportunities and places where children can be watched over, where local children can gain a sense of security and connections and develop social skills and independence by interacting with local adults through a place that is neither school nor home, by subsidizing the expenses required to establish places for children for organizations and other entities opening such places in areas where the city considers them necessary.
