For facilities owned by local governments and other entities, as well as privately owned commercial buildings, this program supports preliminary surveys on the feasibility of achieving buildings that aim to bring the balance of annual primary energy consumed by the buildings to zero while ensuring a comfortable indoor environment, and on the CO2 reduction effects of their renovation work, thereby strongly promoting the wider adoption of ZEBs.
