Subsidies are provided to small and medium-sized enterprises and other businesses that formulate one of the following plans to undertake new business activities and receive approval from the national government or the prefecture: a Management Innovation Plan, an Agriculture-Commerce-Industry Collaboration Business Plan, or a Comprehensive Development Plan.
