To ensure the functions of emergency transport roads during earthquake disasters, a portion of the costs required for seismic diagnosis, reinforcement design, seismic retrofitting, and other work carried out by owners and others is subsidized in order to promote the seismic retrofitting of buildings along these roads, as it is necessary to prevent the roads from being blocked by collapses caused by earthquakes, which would significantly hinder evacuation and rescue activities.
