The purpose of this program is to promote the development of staffing systems at short-term admission facilities that accept persons with severe disabilities by providing payments in addition to care benefit expenses paid pursuant to Article 28, Paragraph 1 of the Act, thereby promoting the welfare of persons with severe disabilities and reducing the caregiving burden on their families and others.
