On September 22nd, the Toyoake City Council in Aichi Prefecture passed an ordinance aimed at promoting appropriate smartphone use for all citizens. This marks a nationwide first for a municipal regulation that sets usage guidelines for an entire city's population, distinguishing it from similar ordinances like Kagawa Prefecture's Internet and Game Addiction Countermeasures Ordinance, which targets only those under 18.
Smartphone Usage Guidelines for All Citizens
The new ordinance, which will take effect on October 1st, was proposed by the city, citing concerns that excessive smartphone use negatively impacts daily life and health, and reduces family dialogue. It suggests that all approximately 68,000 citizens limit their smartphone and tablet use during leisure time (outside of work or study) to within 2 hours a day. Additionally, it recommends usage timeframes: until 9 PM for elementary school-aged children and younger, and until 10 PM for middle school students and older (under 18).
While the ordinance is a non-penal philosophical one, intended to promote discussion rather than enforce punishment, it has generated significant public debate. Since its public announcement on August 20th, the city hall has received over 300 phone calls and emails. Critical comments, such as Do they have the right to take away our freedom? and It's inappropriate to interfere in family matters, were numerous. Mayor Masanori Koufuki emphasized the ordinance's purpose, stating, It does not restrict citizens' rights or impose obligations. We hope it will serve as an opportunity for discussions within each family.
