September 23, 2025

A bipartisan delegation of U.S. House Representatives met with Chinese Defense Minister Dong Jun in Beijing on September 22. This visit, the first by a House delegation since 2019, aimed to strengthen communication and exchanges between the two militaries.

Renewed Dialogue for Stability

The delegation was led by Representative Adam Smith, the top Democrat on the House Armed Services Committee, which oversees the Pentagon and the U.S. military. Smith emphasized the importance of regular engagement, stating to Dong, We are the first House delegation since 2019 and we strongly feel that more frequent visits and more active dialogue are necessary. We particularly want to open channels of communication on military aspects.

Defense Minister Dong Jun acknowledged the visit as a good step toward enhancing communication between the two countries. According to China's state news agency Xinhua Dong urged the U.S. delegation to eliminate interfering and restrictive factors and take constructive and practical measures to improve military-to-military relations and overall bilateral ties.

Previous Engagements and Future Outlook

Earlier this month Dong Jun held a telephone conversation with U.S. Defense Secretary Lloyd Austin during which Austin stated that the U.S. does not seek conflict with China.

Beyond the defense sector the House delegation also met with Premier Li Qiang on September 21 and Vice Premier He Lifeng on September 22. He Lifeng called for both nations to engage in frank communication enhance trust and dispel doubts to foster stable healthy and sustainable trade and economic relations.

These high-level meetings signal a cautious but determined effort by both the U.S. and China to resume and strengthen dialogue amidst ongoing geopolitical tensions. The focus on military-to-military communication is particularly critical for managing potential flashpoints and ensuring regional stability.
